The Stavanger University College has been awarded its fourth doctoral degree, and is to apply for university status. The University of Oslo\'s rector Arild Underdahl is ambivalent. While congratulating the College in Stavanger on fulfilling university requirements, he expresses concern that funding for the university sector is likely to be stretched even further as more and more of the colleges of higher education move into research.
